SFT III: Target Inference and Certificates

Many systems are multi-phase. In those settings, the most common reason universality claims fail is not that coverage is false, but that the target is wrong.

SFT III is the package that treats target-correctness as a first-class, checkable object:

• infer the correct target (full circle/torus versus a coupled subtorus coset)
• state coverage on that target
• construct certificates when forcing is present
• return named obstructions when forcing is absent or the target cannot be identified under the declared perturbation model
